Talmar started to assemble heroes that he felt would make a formidable team. He knew of Tank and Mind Gem. These to had been main stays of Paradise City’s heroes for sometime and had been fighting together as well. Tank was physically strong and Mind Gem was a powerful mentalist. These two had been doing serious damage to the villains of Paradise City. Talmar knew they would fit well into the group.

Speed Queen and Crossbow were two new heroes that had surfaced. Both had proven themselves and brought a new twist to the team. Speed Queen was a speedster and Crossbow was a gadgeteer. Talmar added a husband and wife team next; Fly & The Changing Man. Fly was a well-respected martial artist who had won numerous contests around the world. She also had the ability to cling to walls. With the addition of a special suit she became a valuable member.

The Changing Man was the first controversial member of Justice Inc. He has several brothers and sisters, all mutants like him. His oldest brother started calling himself Dynamo and formed a powerful villain organization. Changing Mans twin brother, Changling, is a founding member of Dynamo’s self-titled organization. This has caused a lot of friction between Justice Inc. and Primus.

The other controversial member was Shadow Lord. Shadow Lord is a Mutant with the ability to make and control shadows. He's able teleport vast distances through shadows. He’s also a reformed villain. He had stolen millions of dollars worth of jewelry and art. After a stint in The Complex, Stronghold, he reformed and was asked to join Justice Inc. He has proven himself as a member of JI, But is still not trusted by members of various policing agencies.

The last member that Talmar found was Tiger. Little is known of this mutant's past, but he was made the leader of the group. Tiger is a great tactician and a formidable opponent. With his ability to reflect attacks, he’s a hard man to put down. With little being known of Tiger, the decision to make him leader was yet another controversial move by Talmar.

Talmar teleported all members of this new group to his hidden retreat, there they were told that they were needed as a group. To protect and defend Paradise City and the world from all forms of evil. They were shown what their new headquarters would look like. They were told that Hartman Industries would subsidize them. Each would be given a salary and responsibilities would come with it. They would have to patrol the city. They would be responsible for the protection of Paradise City. If the world needed them they would be expected to respond. The group excepted and Justice Inc was formed.

Justice Inc has had many battles over the years. Viper, Demon, W.O.M.E.N., Apep (King Cobra) and The Knights Of Genetic Purity all have come into confrontations with Justice Inc. Justice Inc has help capture members of all groups and has destroyed the Vipers Nest In Paradise City. To this day Paradise City is the only metropolitan city that Viper is unable to get, and keep a base in. This is another cause of friction between JI and Primus.

Another cause of the friction between Justice Inc. and Primus is Tank. Tank and the Golden Avenger have a great disgust for each other as Well. Tank gained his abilities while working for the Army. It was a Proto-type of the Cyberline drug that Tank was given that transformed him. The Golden Avenger feels he should therefore be a member of Primus, a lower ranking member of course.

SAT however has no problems with Justice Inc, in fact they have a hotline to Justice Inc’s headquarters. Since taking over The Complex (Stronghold), they have called on Justice Inc numerous times for help. If they have an escape, or feel the situation calls for more than a Mech-Agent they will call on Justice Inc for help. SAT has made all members of Justice Inc honorary member of The Complex’s staff.

The Justice Inc’s headquarters has become a safe haven for those in need. Groups and individuals know that if they need help, someone will be there to help them. The headquarters is open 24 hours a day, 7 days a week. Justice Inc, with the help of Talmar and Hartman Industries, has been able to cultivate a working relationship with most policing organization. Primus is the only policing organization that Justice Inc hasn’t been able to solidify. While they do work together from time to time, it is always strained to say the least.
